California contractor rules
California's Contractors State License Board has a C-49 Tree and Palm Contractor classification covering the planting, maintenance, and removal of trees and palms. CSLB also states that contractor referral services are permissible within limits, but a referral service should not solicit or negotiate a contractor's contract or represent that it will undertake the construction work itself or through others. Customers should contract with and pay the licensed contractor directly.

Local permits & protected trees
California does not have one universal homeowner tree-removal rule. Requirements can be local and can depend on street-tree status, protected species, trunk size, development approvals, coastal location, HOA restrictions, or other conditions. The owner and tree professional must check the rules that apply to the specific property before work.
Birds & nests
Federal wildlife law protects many migratory birds. Active nests, eggs, or dependent young can create legal restrictions on disturbance or removal. A qualified professional should be consulted when nesting activity is present or suspected.

Moving raw wood
Tree-killing insects and diseases can travel in firewood and other untreated woody material. California and federal plant-health quarantines can regulate movement of certain logs, green lumber, firewood, roots, branches, nursery stock, or other material. The responsible hauler or processor should confirm whether the material is regulated before moving it between areas or across state lines.
